Born on October 13, 1798, in Salerano Canavese, near Turin, he was part of the nobility and his family had a strong tradition in legal studies. Sclopis was educated at the University of Turin, where he studied law and showed early signs of his intellectual capabilities.

After completing his education, Sclopis embarked on a career in law and academia. He became a professor of law at the University of Turin and was well-respected for his knowledge and contributions to legal scholarship. His work in the legal field was not limited to teaching; he also served as a judge and was involved in various legal reforms in the Kingdom of Sardinia, which was an independent state before the unification of Italy.

Sclopis was also active in the political arena. He took part in the Subalpine Parliament and was a senator of the Kingdom of Sardinia. Notably, Ignazio Sclopis was one of the five arbitrators appointed to the Alabama Claims in 1871-1872, which was a series of demands for damages by the United States government against the United Kingdom for the latter's support of the Confederate side during the American Civil War.

Aside from his legal and political career, Sclopis had a keen interest in history and literature. He was an active member of the Accademia delle Scienze di Torino (Turin Academy of Sciences), contributing to historical research and preserving cultural heritage. He wrote on various subjects, including the history of Piedmontese law and literature.
