He hailed from a noble family and was the son of Clemens August von Oer, a Prussian chamberlain and landowner, and his wife, Maria Anna von Bönninghausen. Von Oer's aristocratic background provided him with the resources and connections necessary to pursue his interests in the arts from a young age.

Von Oer began his formal artistic education at the Kunstakademie Düsseldorf (Düsseldorf Art Academy), where he was a student from 1826 to 1833. The Düsseldorf school was known for its emphasis on detailed historical painting and Von Oer's style was largely influenced by this training. He studied under various prominent teachers, including Wilhelm von Schadow, who was a key figure in the Düsseldorf school of painting.
